Outlining a photo 9 Years, 4 Months ago

I know I used to know how to do this but I forgot!
I have PSE 10 and am making a photo collage. I am leaving a little bit of white space between each photo but want to further define the edges of the photos themselves (kind of like when I paper craft, I ink the edges). I think it's called stroke outline but whatever I'm trying, nothing is happening.
Can someone give me a step-by-step or lead me in the right direction to find help?
