Clip a photo into a photo box that isn't a mask? 8 Years, 10 Months ago

I'm having a difficult time understanding something that is probably pretty basic.
Which is making me feel silly for asking.
So, sorry if this is simple but I really am stuck.

When you have a printable/download like those "Kindergarten Memories" pages (see attached file), and you want to add a photo but opening the document in Photoshop there are no "layers"? How do I get my photo in the shape of the photo box if I can't clip it? (i.e. like with a clipping mask)
